Canada vs USA for Indian Immigrants: PR, Wait Times and the Real Trade-Off
Imagine you are a 27-year-old developer in Bengaluru. Your seniors went to the US, and their photos look great: big cars, big salaries. But one of them, now 40, still holds a work visa. His children grew up in Texas, yet the family still cannot call it home. Another senior went to Toronto and became a citizen in five years. Which story will be yours?
The short answer: For most Indian skilled workers, the US pays more but makes you wait far longer for permanent status. In the November 2026 Visa Bulletin, the US was only reaching India EB-2 green cards with priority dates from 1 November 2013, and EB-3 from 22 January 2014, compared with April 2025 and June 2024 for most other countries (US State Department Visa Bulletin). Getting to the US usually starts with an H-1B lottery. Canada gives permanent residence first, through Express Entry, with no lottery and no employer needed for most programs, but invitations depend on your CRS score and IRCC's rounds (IRCC). If certainty for your family matters most, Canada usually wins. If the highest possible pay matters most and you can wait, the US may.

The US: big pay, long queue
Getting in: the H-1B
Most Indian professionals reach the US through the H-1B. Your employer files a petition, and for most private employers that first means a lottery. The cap is 65,000 a year, plus 20,000 for people with a US master's degree or higher (USCIS). Since the FY 2027 season, the lottery is weighted towards higher-paid jobs (White House, September 2026).
There is also the $100,000 fee for many new petitions for people outside the US. It was extended to September 2027, but a federal court blocked USCIS's guidance in June 2026 and the case continues. We explain where it stands, and who it does not apply to, in the $100,000 H-1B fee: Canada, UK and Germany compared.
Staying: the green card backlog
US law limits each country to about 7% of employment-based green cards each year (8 U.S.C. § 1152). India sends far more applicants than that. So Indians wait much longer than people from most other countries, even with the same job and the same degree.
The Visa Bulletin shows how far the queue has moved. In November 2026, the final action dates for employment-based green cards were:
| Category | India | Most other countries |
|---|---|---|
| EB-2 (advanced degree) | 1 November 2013 | 1 April 2025 |
| EB-3 (skilled worker) | 22 January 2014 | 15 June 2024 |

Read that slowly. An Indian engineer whose EB-2 case started in late 2013 was only reaching the front of the line in late 2026. That is about 13 years. During that time, you stay on a temporary visa tied to your job. Changing employer, starting a business, or losing your job all carry risk.

Canada: permanent residence first
Canada works differently. You don't need an employer to start. You create an Express Entry profile, get a CRS score based on age, education, language and experience, and wait for an invitation. If you are invited and approved, your whole family lands as permanent residents (IRCC). There is no per-country cap, so being Indian does not put you in a longer queue.
The catch is competition. In 2026 up to 28 October, IRCC held no general rounds. It invited people mainly through Canadian Experience Class (cut-offs 507 to 523), French (382 to 435), occupation categories like healthcare (467 to 475) and trades (476 to 477), and provincial nominations (IRCC rounds of invitations). Software developers are not on the current STEM category list, and STEM had no rounds in that period. See Express Entry categories in 2026.
Two changes from 3 November 2026 help many Indian professionals:
- A genuine job offer in a high-wage occupation adds 50, 70 or 100 CRS points, with no LMIA needed. Software engineers and developers are in the 70-point level.
- Canadian work in a high-wage occupation adds 20, 40 or 70 points on top of normal Canadian work points.
Read what a job offer adds now and check whether your NOC is high-wage.
What it costs
IRCC charges C$1,590 per adult and C$270 per child, plus biometrics. Most people without a Canadian job offer also need to show settlement funds. Our guide to the full Canada PR bill from India has every line, including rupee amounts.
Which one fits you?
Ask yourself honestly.
- Do you want permanent status before you move? Canada is built for that. The US almost never is.
- How long can your family live on a temporary visa? If 10 years or more feels too long, the US route is a hard road for Indians.
- Is your score competitive for Canada? If you are under 30 with a degree and CLB 9 English, your chances are much better. Check in our free CRS calculator, which includes the 3 November 2026 points.
- Do you already have a US offer or a US degree? A US master's degree gives you the extra 20,000 H-1B places, and a change of status inside the US may avoid the $100,000 fee.
Many people don't choose one. They work in the US and keep an Express Entry profile open as a plan B. That is legal and common. Just keep every detail in both systems true and up to date.

When to get licensed help
For the US, speak to a licensed immigration attorney about your own petition or priority date. For Canada, only lawyers, Quebec notaries and licensed consultants (RCICs) may give immigration advice for a fee (IRPA s.91). Check any consultant on the CICC public register.
Frequently asked questions
Is Canada or the USA better for Indians?
It depends on what you value. The US often pays more, but Indians wait more than a decade for an employment-based green card. Canada gives permanent residence first through Express Entry, with no per-country queue, but invitations depend on your score and on which rounds IRCC holds.
How long is the green card wait for Indians in 2026?
In the November 2026 Visa Bulletin, the US was reaching India EB-2 cases with priority dates from 1 November 2013 and EB-3 cases from 22 January 2014. For most other countries, the dates were April 2025 for EB-2 and June 2024 for EB-3.
Can I apply for Canada PR while working in the US on an H-1B?
Yes. You can create an Express Entry profile from the US. Your US skilled work counts as foreign work experience for the Federal Skilled Worker Program.
Do I need a job offer for Canada PR?
Not for most Express Entry programs. A valid job offer can help you qualify for some programs, and from 3 November 2026 a qualifying offer in a high-wage occupation adds 50, 70 or 100 CRS points.
How soon can I become a citizen in Canada vs the US?
In Canada, you can apply after 1,095 days physically in Canada in the last 5 years, with at least 730 days as a permanent resident. In the US, most people apply after 5 years as a green card holder.
Choose the life, not just the salary
A bigger salary feels like the obvious winner. But think about your family's next ten years. Where can your spouse work? Where can you change jobs without fear? Where will your children feel they belong? Answer those, then check your score.
