UK or Canada: Which Is Better for Permanent Residence in 2026?

Imagine you are a software developer in Nairobi. You are 31, single, with a strong IELTS score and 6 years of experience. A London fintech has offered to sponsor you. At the same time, your friend in Toronto says you should "just do Express Entry". One path gives you a job now. The other might give you permanent residence directly, but with no job and no guarantee of an invitation.

Your goal is not a visa. It is a place where you can stop renewing, bring your family and one day hold a passport. (If the difference between those last two is fuzzy, read permanent residency vs citizenship.) So which country gets you there more surely?

The short answer: If your goal is permanent residence, Canada is usually the more direct route: through Express Entry, you can become a permanent resident before you even arrive, and apply for citizenship after 1,095 days. The UK makes you wait at least 5 years on a work visa before you can settle, and the government has proposed a 10-year baseline for many migrants, with shorter periods for higher earners and public sector health and teaching staff. But the UK is often easier to enter if you already have a sponsored job offer, because there is no points pool to compete in. As of November 2026, the UK's new settlement rules have not been published, so this is a decision under uncertainty. Figures below are as of November 2026.

The core difference in one sentence

Canada gives permanent residence first and lets you find work after. The UK gives you work first and decides on permanent residence years later.

Think of it like renting versus buying. The UK is a long rental contract with an option to buy at the end, at a price the landlord is still deciding. Canada is a harder mortgage to get approved, but the house is yours from day one.

The UK: what settlement looks like now, and what may change

The rules in force today

Most Skilled Worker visa holders can apply for indefinite leave to remain (settlement) after 5 years (GOV.UK). Our UK Skilled Worker visa guide covers the visa itself. Here is what a single person applying from abroad pays to get there, using official fees as of November 2026:

  • Skilled Worker visa for more than 3 years: £1,618 (GOV.UK)
  • Immigration Health Surcharge for 5 years: 5 × £1,035 = £5,175 (GOV.UK)
  • Settlement application: £3,226 (GOV.UK)

That is about £10,019 in government fees alone, before rent, flights or any extension. A partner and each child pay their own fees and surcharge too.

The "earned settlement" proposal

In November 2025, the government set out a plan called "earned settlement". The consultation closed in February 2026 with more than 200,000 responses. Under the proposal, as summarised by the House of Commons Library (CBP-10267, September 2026):

  • The baseline wait would be 10 years for many migrants.
  • People earning over £125,140 could settle after 3 years.
  • People in higher-skilled jobs earning over £50,270, or in public sector healthcare and teaching, could settle after 5 years.
  • People in jobs classed as low-skilled or medium-skilled would start from a 15-year baseline.
  • Minimum conditions would get stricter, including B2 English and a record of earnings.
  • The government proposed applying the changes to people already in the UK who do not yet have settlement. Whether there will be transitional protection has not been decided.

What is in force and what is not: as of 2 November 2026, the 5-year rule still applies. The Home Secretary told MPs on 15 September 2026 that the new policy would be published "later this year", and there is no fixed date for new rules. A higher English standard for settlement on various routes is already scheduled for 26 March 2027 (House of Commons Library). Rules like these are usually changed through a statement of changes to the Immigration Rules, which takes effect without a vote.

What it means for you: if you would earn over £50,270 in a higher-skilled job, or work in NHS or public school roles, the proposal keeps your wait at about 5 years. If your salary would be close to the £41,700 minimum, you could face a much longer wait under the proposal. Our guide to UK earned settlement and the 10-year ILR proposal shows what is law now and what is only proposed.

Canada: permanent residence first, but you must be chosen

How it works

You create an Express Entry profile, get a Comprehensive Ranking System (CRS) score, and wait for a draw. If you are invited and approved, you land as a permanent resident. IRCC fees are C$1,590 for the main applicant (including the right of permanent residence fee) and C$85 for biometrics (IRCC fee list). Without a valid job offer, you must show C$15,263 in settlement funds for one person, but this is your own money, not a fee (IRCC).

What changed on 3 November 2026

  • Job offer points are back, at 50, 70 or 100 points, but only for high-wage occupations, and no LMIA is needed.
  • Canadian work experience can now give up to 150 points, with extra points for high-wage jobs.
  • You get either the job offer points or the Canadian experience points, not both.
  • Invitation rounds pause for up to 2 weeks while profiles are recalculated.

The catch: there are only so many places

Canada's 2026-2028 levels plan set permanent resident admissions at 380,000 a year (IRCC). A new plan for 2027 to 2029 is due around now, so check IRCC for the latest targets. Every invitation depends on your score being above the cut-off on draw day. Some profiles never get there.

If you want a person to work on a Canadian application, Canadian law requires paid immigration advice to come from a licensed consultant (RCIC) or a lawyer. Cost of living: the other half of the decision

Permanent residence is the goal, but you still have to pay rent while you get there. London and Toronto are both expensive cities, while Manchester, Leeds, Calgary and Halifax are cheaper. Put the exact cities you are considering into our cost of living tool, and compare total visa costs in the visa cost calculator.

Which one fits you?

  • You have a UK job offer paying over £50,270 in a higher-skilled role: the UK is a strong choice even under the proposal.
  • You work in the NHS or a state school: the UK proposal keeps a 5-year route for public sector healthcare and teaching.
  • Your UK offer would be close to the £41,700 minimum: be careful. Under the proposal, your wait could be much longer than 5 years. Compare with Canada first.
  • You have no job offer but a strong profile (under 35, high English score, degree, experience): Canada, because you do not need a sponsor.
  • You want your family to be permanent residents together, quickly: Canada.
  • You want to start earning abroad this year: the UK, if you have a sponsor.

Many people keep both doors open: they work in the UK on a Skilled Worker visa while their Express Entry profile sits in the Canadian pool. That is legal, as long as every application is honest and consistent.

Frequently asked questions

Is it easier to get PR in the UK or Canada?

Canada usually gives permanent residence more directly: through Express Entry, you become a permanent resident on arrival. In the UK, you must first live and work there for at least 5 years, and the government has proposed a 10-year baseline for many people.

Will UK settlement really become 10 years?

It has been proposed, not decided. The proposal sets a 10-year baseline, with reductions to 5 years for some higher earners and public sector health and teaching workers, and 3 years for very high earners. As of November 2026, the final rules have not been published.

Which is cheaper, UK settlement or Canada PR?

In government fees, Canada is cheaper: about C$1,675 for one person, plus settlement funds that stay yours. The UK route costs about £10,019 for one person over 5 years, including the visa, health surcharge and settlement fee.

Do I need a job offer for Canada PR?

No. Express Entry does not require a job offer. Since 3 November 2026, a qualifying job offer in a high-wage occupation can add 50 to 100 points.

How long until citizenship in each country?

Canada: you can apply after 1,095 days of physical presence as a permanent resident within 5 years. UK: usually 12 months after you receive settlement.
