PR Without IELTS: Which Countries Accept Other Tests

Imagine you are a nurse in Kerala. You have taken IELTS three times. Each time, one band falls just short. A cousin sends you a video: "Get PR without IELTS!" It sounds like the answer to your prayers. Is it real, or is it a trap?

The short answer: Almost every permanent residence route asks for some proof of language. What you can often skip is IELTS itself. As of November 2026, Canada accepts CELPIP-General and PTE Core for English, and TEF Canada or TCF Canada for French. Australia accepts PTE Academic, TOEFL iBT, CELPIP General, OET and others, and does not test citizens of the UK, US, Canada, New Zealand or Ireland. The UK accepts several approved tests and a degree taught in English. Germany's EU Blue Card needs no German or English test to start (IRCC; Home Affairs; GOV.UK; Make it in Germany).

So the real question is not "Which country needs no test?" It is "Which test or exemption suits me best?"

The options at a glance

CountryInstead of IELTS, you can useIs there a no-test route?
Canada (Express Entry)CELPIP-General, PTE Core (English); TEF Canada, TCF Canada (French)No. You need an approved test in English or French
Australia (skilled visas)CELPIP General, PTE Academic, TOEFL iBT, OET, Cambridge C1 Advanced, Michigan English Test, LANGUAGECERT AcademicYes, for citizens with passports from the UK, US, Canada, New Zealand or Ireland (competent English)
UK (Skilled Worker)Approved SELTs from Pearson, LANGUAGECERT, PSI (Skills for English) or Trinity College LondonYes: a degree taught in English, a UK school qualification, or nationality of a listed majority English-speaking country
Germany (EU Blue Card)No language test needed to get the cardYes, to start. Settlement needs German at A1 (27 months) or B1 (21 months)

Sources as listed above, all checked November 2026.

Canada: no IELTS, but a test is a must

Express Entry needs results from an IRCC-approved test, less than 2 years old. For English, you can take CELPIP-General or PTE Core instead of IELTS General Training. For French, TEF Canada or TCF Canada (IRCC).

Watch the names. IRCC does not accept PTE Academic or IELTS Academic for Express Entry, and it does not accept IELTS One Skill Retake.

Can you skip English completely?

Yes, if your French is strong. You can choose French as your first official language and take only TEF or TCF. If you get NCLC 7 in all four French abilities and have CLB 4 or lower in English (or no English test), you get 25 extra CRS points. With CLB 5 or higher in English as well, it is 50 (IRCC CRS criteria). French speakers also qualify for French-language rounds, which cut off between 382 and 435 in 2026 up to 28 October (IRCC rounds).

Is that a shortcut? Not really. Reaching NCLC 7 in French takes most English speakers far longer than one more IELTS band. But if you already speak French, it is a strong route. Read what French really adds and whether learning French is worth it for Canada PR.

Australia: many tests, and a passport exemption

From 7 August 2025, Home Affairs changed its list of approved tests. For competent English, you need at least these scores in each of the four components, in a test taken in the 3 years before you apply (Home Affairs, as of November 2026):

Test (taken on or after 7 August 2025)Minimum in each component for competent English
IELTS Academic or General Training6
PTE AcademicListening 47, reading 48, writing 51, speaking 54
TOEFL iBT (registered as "Taking TOEFL for Australia")Listening 16, reading 16, writing 19, speaking 19
CELPIP General7
OETListening 290, reading 310, writing 290, speaking 330
Cambridge C1 AdvancedListening 163, reading 163, writing 170, speaking 179
Michigan English Test (MET)Listening 56, reading 55, writing 57, speaking 48
LANGUAGECERT AcademicListening 57, reading 60, writing 64, speaking 70

Home Affairs does not accept tests taken fully online at home, such as IELTS Online or TOEFL iBT Home Edition.

The exemption: if you are a citizen of, and hold a valid passport from, Canada, New Zealand, Ireland, the UK or the US, that counts as competent English. No test needed.

One warning. Competent English is the minimum for most skilled visas, but it scores 0 points in the points test. Higher English scores add points. So even if you are exempt, a test may still help you get invited. Check your score in our free Australia points calculator, or compare PTE and IELTS for Australia.

UK: several tests, or a degree taught in English

For a Skilled Worker visa, you must show English at level B2 on the CEFR scale for new applicants (people who held the visa before 8 January 2026 and are extending need B1). You can do that by (GOV.UK):

  • a degree taught in English, confirmed by Ecctis if it is not from a UK institution
  • a UK school qualification you started before age 18, like a GCSE or A Level
  • a Secure English Language Test (SELT) from an approved provider
  • being a national of a listed country, including Australia, Canada, New Zealand, the USA, Malta, Jamaica and several Caribbean countries

Outside the UK, the approved SELT providers are the IELTS SELT Consortium (IELTS for UKVI), LANGUAGECERT, Pearson (PTE Academic UKVI) and PSI (Skills for English UKVI). Inside the UK, Trinity College London is also approved (GOV.UK SELT guidance, as of November 2026).

For many graduates in India, Nigeria or the Philippines, the degree route is the real "without IELTS" option. If your bachelor's degree was taught in English, Ecctis may confirm it. Check what Ecctis needs before you pay for a test.

Germany: no English test, but German pays off

Germany works the other way. The EU Blue Card has no language requirement to get the card. You need a recognised degree and a job offer paying at least €50,700 in 2026, or €45,934.20 for shortage occupations and recent graduates (Make it in Germany).

Permanent settlement does need German. Blue Card holders can get a settlement permit after 27 months with A1 German, or after 21 months with B1. The Opportunity Card job search visa needs A1 German or B2 English (Make it in Germany).

So Germany is "PR without IELTS", but not "PR without a language". Think of German as a second key that opens the door faster.

Red flags in "PR without IELTS" offers

  • "No language test at all for Canada PR." False for Express Entry. You need an approved English or French test.
  • "We can get you an IELTS waiver." Nobody can sell a waiver. Exemptions come from the rules, like your passport or your degree.
  • "Online test, accepted everywhere." Australia does not accept at-home tests. Canada accepts only the five tests on IRCC's list.
  • "Fake certificate, guaranteed score." Using a false result can lead to refusal and a ban. In Canada, misrepresentation means a 5-year ban (IRPA s.40).

How to choose your test in 3 steps

Step 1: Pick the country first

Each country accepts a different list. A PTE Academic result works for Australia and, as PTE Academic UKVI, for the UK, but not for Canada.

Step 2: Check for an exemption

Your passport or an English-taught degree may already cover you.

Step 3: Book the test that fits your strengths

Computer-based or paper, Canadian accents or British, typing or handwriting. If one band keeps slipping, our guide on being one band short helps you decide what to change. Compare all the tests in which language test for immigration.

When to get licensed help

If your case depends on an exemption, or you plan to use French instead of English, get it checked before you apply. In Canada, only lawyers, Quebec notaries and licensed consultants (RCICs) may give immigration advice for a fee (IRPA s.91); check any consultant on the CICC public register. In Australia, use a registered migration agent; in the UK, an adviser regulated by the Immigration Advice Authority or a solicitor.

Frequently asked questions

Can I get Canada PR without IELTS?

Yes, but not without a test. Canada accepts CELPIP-General and PTE Core for English, and TEF Canada or TCF Canada for French. If you have strong French, you can apply with a French test only.

Can I get Australia PR without IELTS?

Yes. Home Affairs accepts several other tests, including PTE Academic, TOEFL iBT, CELPIP General, OET and Cambridge C1 Advanced. Citizens of the UK, US, Canada, New Zealand and Ireland with a valid passport count as having competent English without a test.

Which country gives PR without any language test?

None of the main skilled routes in Canada, Australia or the UK give PR without some proof of language, unless an exemption applies. Germany's EU Blue Card has no language test to start, but settlement needs at least A1 German.

Is PTE accepted for Canada PR?

Only PTE Core. IRCC does not accept PTE Academic for Express Entry. Australia, on the other hand, accepts PTE Academic.

Can a degree taught in English replace IELTS?

For a UK Skilled Worker visa, yes, if Ecctis confirms your degree is equal to a UK bachelor's degree or higher and was taught in English. Canada's Express Entry does not accept a degree instead of a test. For Australia, the usual proof is a test or the passport exemption, though Home Affairs says some visas accept other evidence, so check your visa's own page.

The test is not the enemy

The test is a door, not a wall. Choose the country, check the exemption, then choose the test that fits how you learn. One good result can open more doors than any "no IELTS" promise.
