Best Country to Migrate From the Philippines in 2026
Imagine you are a nurse in Quezon City. You work 12-hour shifts, and your take-home pay barely covers rent, your younger brother's tuition and your mother's maintenance medicine. Your batchmates are in London, Riyadh, Calgary and Osaka. Every week, a recruiter messages you on Facebook with "direct hire, no placement fee, fly in 30 days".
You know you want to leave. What you do not know is which country gives you the best life, not just the fastest ticket. And how do you tell a real offer from a trap?
The short answer: If you want to settle for good with your family, Canada is usually the best choice for Filipinos, because Express Entry can give you, your spouse and your children permanent residence together, and healthcare workers have their own draws. The UK is the fastest route for registered nurses, with low visa fees and no health surcharge, but settlement rules may get longer. Australia pays the most, but it is harder and needs a high points score. The Gulf countries and Japan are the cheapest and fastest to reach, but they rarely lead to permanent residence. In Europe, Spain stands out for one reason: Filipinos can apply for Spanish citizenship after only 2 years of legal residence. Figures below are as of November 2026.
Before you choose a country: protect yourself
Most Filipino workers leave through a recruitment agency, and that is where many people lose money.
- Placement fees have a legal cap. Under the Department of Migrant Workers (DMW) rules, a licensed agency may charge a placement fee of no more than one month's basic salary. Domestic workers must not be charged a placement fee, and neither can workers going to countries whose laws ban such fees (2023 DMW Rules).
- Check the agency's licence with the DMW before you pay anything, and get every payment receipted.
- Never pay for a "visa slot" or a "guaranteed job". Read our guide to recruitment agency fees and migration debt before you sign.

1 of 6 · When are you planning to move?
1. Canada: the best place to settle with your family
How it works. You create an Express Entry profile and get a score. If you are invited and approved, you and your family become permanent residents on the same day. IRCC charges C$1,590 for you, C$1,590 for your spouse and C$270 for each child (IRCC fee list, checked November 2026).
Healthcare workers have their own lane. Canada runs category draws for healthcare and social services. Registered nurses, licensed practical nurses and nurse aides (NOC 33102) are all on the list. You need at least 12 months of full-time work in one listed job within the last 3 years, and it can be work done in the Philippines (IRCC, November 2026).
Nurse registration. Most internationally educated nurses start with the National Nursing Assessment Service. Its Expedited Service costs C$750 (NNAS). Nova Scotia's nursing regulator opened a faster route in May 2023 for nurses registered in seven countries, including the Philippines (NSNMR). Check that it is still open before you apply.
Money. Without a valid job offer, you must show settlement funds: C$15,263 for one person or C$28,362 for a family of four (IRCC, checked November 2026). Check your score with our free CRS calculator.
2. United Kingdom: the fastest route for registered nurses
Low fees for health workers. The Health and Care Worker visa costs £324 for up to 3 years and £628 for longer (GOV.UK). Health and care workers eligible for this visa, and their dependants, do not pay the Immigration Health Surcharge (GOV.UK). For other skilled workers, that surcharge is £1,035 a year per adult.
NMC registration costs. The Nursing and Midwifery Council lists a qualification evaluation fee of £167, the computer-based test at £83, the OSCE practical exam at £794 and a registration fee of £182 (NMC, October 2026). That is about £1,226 if you pass first time. Our guide to what to do after failing the NCLEX, CBT or OSCE covers resits.
Care workers, be careful. Overseas recruitment of care workers ended on 22 July 2025 (House of Commons Library). Any agency selling "UK caregiver visas" from Manila now deserves extra checks. See UK care worker visa sponsorship scams.
Settlement. Indefinite leave to remain usually comes after 5 years today. The government has proposed a 10-year baseline, but under the proposal public sector healthcare roles would keep 5 years. Nothing is final yet as of November 2026 (House of Commons Library).
3. Australia: the highest pay, the hardest entry
Australia's 189 visa gives permanent residence to you and your family, but you must be invited before you turn 45 and score at least 65 points, and real invitation scores are often higher. The main applicant charge is from A$6,135 (Home Affairs, checked November 2026). Nurses also need Ahpra registration first. Our guide to nurse registration in the UK vs Australia compares the two systems, and the Australia points calculator shows your score.
4. Germany: steady demand, but you need German
Germany recruits Filipino nurses and skilled workers, but daily work in hospitals and care homes is in German. If you have a job offer and a recognised qualification, the visa fee is only €75 (Federal Foreign Office). Skilled workers can get a permanent settlement permit after 3 years with B1 German, and EU Blue Card holders after 21 months (Make it in Germany).
No offer yet? The Opportunity Card lets you search for work in Germany for up to a year, but you must show €1,091 a month in a blocked account, about €13,092 for 12 months (Make it in Germany, 2026). Score yourself with our Germany Opportunity Card points tool.
5. Japan: close to home, but read the family rules
Japan's Specified Skilled Worker (SSW) status covers care, food service, construction and other fields. The rules matter for families (Ministry of Foreign Affairs of Japan):
- SSW (i): up to 5 years in total, and family members are basically not allowed to join.
- SSW (ii): no stay limit on a renewable basis, and family can join.
Japan suits people who want to earn and save near home and are ready to learn Japanese. It is not a quick family move.
6. The Gulf: fast and close, but not forever
The UAE, Saudi Arabia and Qatar hire many Filipinos, and the employer usually pays for the visa. In the UAE you can sponsor your family if you earn at least AED 4,000 a month, or AED 3,000 plus accommodation (UAE government portal). But Gulf countries do not offer permanent residence to most foreign workers. Many Filipinos use 3 to 5 Gulf years to save and build experience, then apply to Canada or Australia. If that is your plan, read our guide on leaving Dubai and where to move next.
Which European country is best for Filipinos?
Spain has an unusual advantage. Spanish law lets nationals of the Philippines (along with Ibero-American countries, Andorra, Equatorial Guinea and Portugal) apply for Spanish citizenship after 2 years of legal residence, instead of the usual 10 (Spanish Ministry of Foreign Affairs). There are other conditions, and you still need a legal way to live in Spain first, such as a work or study permit. But 2 years to an EU passport is rare.
Germany has the most jobs, if you learn German. For a full comparison of years to permanent residence across Europe, see our guide to the easiest country to get PR in Europe.
Easiest, cheapest and best: they are not the same
- Easiest to get a job quickly: the Gulf, then Japan.
- Cheapest to start: the Gulf and Japan, where employers usually pay the visa and DMW rules cap what an agency may charge you.
- Cheapest route to permanent residence for a nurse: the UK (£324 visa, no health surcharge), then Canada.
- Best for settling with your family: Canada, then Australia.
- Fastest to a European passport: Spain, once you have legal residence there.
Before you leave the Philippines
You need an Overseas Employment Certificate (OEC) to leave as a worker. Read our step-by-step guide to OEC and DMW clearance. Fix your PSA birth and marriage certificates early too, especially if they were late-registered or annotated. See PSA documents that cause visa problems.
Frequently asked questions
What is the easiest country to migrate to from the Philippines?
For a job, the Gulf countries, because the employer handles the visa. For permanent residence, Canada is often the most open, especially for healthcare workers with 12 months of experience.
What is the best country to migrate to with family from the Philippines?
Canada or Australia, because their skilled visas give your spouse and children permanent residence at the same time as you. In the UK and Germany, your family can usually join you, but on temporary status at first.
Can a recruitment agency charge me a placement fee?
Under DMW rules, an agency may charge up to one month's basic salary, but not for domestic workers and not for countries that ban placement fees. Ask for an official receipt for every payment.
Do Filipino nurses need to take the NCLEX?
It depends on the country. The UK uses the NMC tests (CBT and OSCE). Canada starts with an NNAS assessment, and the provincial regulator decides the exam. Check the regulator in the exact province or country you want.
Can I get Spanish citizenship faster as a Filipino?
Yes. Spanish law asks Filipinos for 2 years of legal residence instead of 10, plus other conditions. You still need a visa or permit to live in Spain legally first.
